<VV> Junk in the rockers.

I am working on the 63.  The drivers side has rust out at both sides of
the rockers.

Where are the holes supposed to be.  I presume it rusted out because I
was supposed to clean it out.  If so how often, how, and any
modifications suggested to help prevent it in the future?

By rockers I mean the area on line with the lower trim panel.
