After getting some advise that a battery charger might not supply enough 
juice to test a starter properly, I decided to swap batteries in the project car. 
The old battery showed a full charge on the charger, but it seemed easier to 
test the theory than swapping a possibly good starter. I purchased a heavier 
CCA battery ($39.95) and swapped it in, and.... problem solved! I don't know if 
it was the extra amps that broke things loose, but who cares? Thanks again for 
the tips!
