I'm coming in late here, but are you sure that your VA is working? You
compare conditions of things plugged vs. connected properly. Why not see what
happens when you pull the line and DON'T plug it? Is this a different condition, or
the same as when the line is connected properly? If so the VA is leaking,
probably.
Also with the engine running does the VA operate correctly (does the arm move
when you rev the engine in neutral? hand brake ON!)
As for the noise on the gen side, remove the fanbelt temporarily and see what
happens to the noise.
