Hi Andy,
Your first call (or visit) should be to your local Motor Vehicles office.
They should be able to tell you everything you need to know. Since they must
also adhere to US Government requirements, I would assume that the EPA and DOT
requirements would be inclusive. However, I have been wrong before. In any
