I guess besides some guidelines for position there was
no other regulation on these lights in the past, and aftermarket
lights could easily be "improved". Or just mount a very similar
looking aftermarket front high beam to the rear.

Well, nowadays all the cars have integrated rear lights
anyway, and triggered by the tranny only.

While many car mods are much more regulated than in USA, a
real check of the car specifications is made only all 2 years
by TUEV ...

A typical Autobahn "gesture" is to switch on the rear fog
light if you want to tell "something" to the fast guy behind
you.
