I had trouble with VA while doing my engineering co-oping at NASA-Langley in the 70s and living in the Hampton Roads area.  The fact that the inspectors were also often repair shops made for a major rip-off and stories of abuse abounded.

They never would pass my 66 Corvair (that I still have) based solely on the headers; I was told that the basic header design was faulty and that they couldn't be made to seal and therfore no pass regardless.  If I remember correctly, that area didn't like any car mods back then.

NASA (ie, the federal govt) instructed me as to how to get around the state requirements for inspection...I managed to maintain my TN residency even though working in VA for a year..."intermittently."

The annoyance of the whole thing was large enough that it was one factor in deciding not to work there after graduating.
