True only for a modern system with a full charge. One with a low charge or 
original a/c circuit will keep the compressor clutch energized most of the 
time.

BTW one of the only devices found in the 73 gas crisis was something called 
a "PassMaster". It cut power to the a/c compressor when the vacuum dropped 
below a certain point. A mechanical version was used on the Vega so it did 
not bother an A-6 compressor.
