<VV> Use springs in HV carbs

Springs were used in later carbs to assist the float in moving the float
bowl inlet needle valve.  The strength of the spring and of course, the use
or non-use of a spring on the floats designed for the spring assist, affects
the float bowl fuel level.  This impacts the operation of the carb.

Use the springs.
