GM optimized for profit, not efficiency.  Not saying that the Corvair fan is efficient or not but if it is efficient it's only because that design was also pretty cheap to manufacture.  It's always a balancing act of "goodness" versus cost.

How come it would be easy to design a much better blower when the technical 
expertise of the air mover companies couldn't do it?  I don't know who GM 
had design the Corvair blower but I doubt that GM did it.
