Well, I'm not sure it would qualify for the "real inexpensive"  part.
Start with a 3.1L kit - work the combustion chamber volume up as high as you
can get it. (mine are 58cc, thanks, Ray).
Add approximately:
custom rods - $1300
custom pistons - $700
welded 1/2" stroker crank (your core) - $700
cam of your choice.  Stock will fit, won't breathe much, though.
2.5 Dremmel tools (so far) to port the heads a little, cut away various
offending piece of the block, etc.
your labor
all the other regular costs of rebuilding an engine.

PS:  To be fair, I've abused the Dremmels on other projects, but they sure
don't hold up like my old one.

Also, about the word "kit".  Not from me.  This is a hobby, remember.   ;-)
