Ah... But that take satellites and (probably) more than one simultaneously.  Do you think the gov is going to have 2 or 3 satellites tracking every citizen?  I think not.

  For the most part, with cell phones, it can only be ascertained what "cell" (i.e. nearest antenna and the area it serves) you are in.  OnStar and navigation systems can pin point your whereabouts exactly.  That's how OnStar can get emergency help to you even if you're unconscious and how navigation systems can say to you; "Turn left in 1,000 feet; turn left in 500 feet; turn left NOW!"  With cell phones, it's impossible to know whether a call has been placed from the parking lot of an adult book store or from the Baptist church 6 blocks away!
