In weirdland, (AKA California), if you have a car which is no longer  in the 
DMV computer, (about 5 years with no activity) even if you have the  signed 
off pink and a bill of sale and license plates, they want an  official vehicle 
inspection form completed and they will take the old  plates away. (California 
plates normally stay with the car, not the owner-  except personalized). You 
can however, after the inspection, transfer the title  (for a fee) without 
paying the current registration - if you are  in the process of restoration and 
some time away from actual street usage.
