In New Hampshire if it's over 15 yrs old no title will be issued on it at
all. Similarly, without a signed title or proof of prior recent registration
in the state, you need a signed bill of sale that includes prior owner
information and the VIN, and a VIN certification completed by either a
registered inspection station or cop to register the vehicle.  All they do
with it is verify the VIN on the vehicle in question prior to putting it in
the system, to prevent transcription (or other more intentional) errors in
the VIN being put on file.  Until you get a plate, the bill of sale is all
you have to say you own it.  I have never had one come back on me, but I
have asked about "proof of ownership" and was told that my registration/bill
of sale was it, and if a question comes up it's a civil matter.  Adds a new
dimension to "buyer beware".
