For the few inquiring minds that replied to my question on the marine 
carburetors with plugged accelerator pump circuits: we finally found someone with an 
old enough reference manual that shows the carbs were built that way. 
Probably, as a few folks mentioned, since most boats don't have gas pedals and run at 
a constant speed. Live and learn.....
