Remember, the windshield wiper motor always has +12 volts going to it if 
the ignition switch is on and the fuse is good. To operate the motor, 
the switch grounds the motor to complete the circuit. The switches do 
fail and can sometimes be opened and cleaned. The brushes in the motor 
can also be worn out. Or like the last 1961 motor that failed, it had 
rusted inside! One of the brush springs had rusted into three pieces.
To trouble shoot, check that +12 volts is at a terminal on the motor ( 
whick you have). Then check if the other terminals also have +12 volts 
on them. If there is +12 volts on the two ( for two speed wiper) 
terminals that go to the switch, then the motor is probably OK, and the 
switch is not. If there is only one terminal with +12 volts and the 
others are at 0 volts ( or switch to 0 volts at different switch 
positions) then  the switch is probably good and the motor is bad. If 
the wipers do not "park" correctly, then check the grounding of the 
motor case. This case ground is only used by the internal parking switch.
Same with washer solenoid, +12 always, other lead grounds through push 
switch to pull in solenoid.
