Yes, remove the "hat". That is the metal part of the old seal. The new 
seal does not have that extended part, but it is OK. No sealer needed. 
Drive new seal in with a socket of a size to push on the metal of the 
new seal at  the outer circumference. Old seal with "hat " is usually 
easy to remove compared to hatless seal. Use screwdriver to pry, or 
anything else that looks reasonable.
