Make visually sure lower throttle plates are both opening fully ...  ( and
check that upper plates ( choke ) are both opening fully. )

Brakes Dragging?  smell and hot hub caps could be a clue.  or roll in
nuetral, engine off, apply brakes gently while rolling down hill ... do they
stick?

Something wrong with air filter/cleaner... check with vacuum gauge after the
air filter... if plugged up or a bad filter ... might allow enough air to
idle ok, but not enough air to develop much power for cruising.  I mention
this as it happened to me once ... I could't make it out of the parking lot.
Removed the whole air filter assy and wow!!   made me a believer.
