If I want to save the shocks, I lube the threads and then run a 3/8-24 die down the threads so that once the nut gets up to the clean threads, it usually almost spins off.  I also use the vise grip technique or a small adjustable on the flat of the shaft.  A nut splitter isn't much use because the lower part of the nut is captured in the dimpled section of the washer.  If the shocks are scrap, a hand grinder works well to cut off the nut.
