Buy (or borrow?) the tool.  You will need it for re-install anyway.  Take 
the tank out, and put about 5 - 10 pounds of sharp rocks in it (and/or a 
chain) and turn it over and over and over and over and..... (you know) until 
it is clean inside - ALL the rust knocked off.  If you can find an old BBQ 
rotisserie motor, you can set up something to do the turning for you.  You 
can remove the sender before or after removing the tank.  It is a little 
more convenient with the tank out.

Seal the tank with the chemical tank sealer.  Let it dry well.  After 
cleaning and testing, replace sender in the tank (if it works correctly). 
Get a new one if it doesn't, EM and LM have different ohms - so get the 
right one.

If front steel brake lines are not relatively fresh, this is the time to 
replace - while the tank is out.
