<VV> 80 HP heads on 164 CID engine

My junkyard dog engine has a replacement block (XO code) with 80 HP
heads (with the coveted valve rotators;^), altered 61-63 cylinders and
a 64-69 crank.  That seems to make it a 164 CID engine with early 80
HP heads.  It has a 1964 110 HP distributor.

Is this an unholy marriage of incompatible parts, or could this be an OK engine?
