Part of the problem with sales tax is that in the USA it is
completely outdated. It is currently a tax by municipalities,
counties, and states. It is not always clear in what cases taxes are
due, such as shipments out of state, and so forth. For those that
think it is simple, remember every state is different! People from
different states have different ideas!
And ..
I do computer programming and have the following scenario:
A Nebraska corporation has a web site. The web software is hosted in
California. Content for the web site comes from three other states
(and this changes). The "back-end" accounting and financial
transactions are in Phoenix, AZ. Some of the money goes to a
Phoenix bank, some directly to Nebraska. The corporation has no
inventory, but uses wholesalers to do fulfillment -- one in South
Carolina, one in Florida.
Now ... a customer in Utah uses the web site to buy a widget. He
ships to his grandson in New York for his birthday ... who gets to
charge sales tax? Nebraska? California? The changing content
providing states? Arizona? South Carolina? Florida? Utah? New
York? ... BTW, if you ask each of those states most of them declare
that they are entitled to the tax. Of course. Ask an accountant or
tax lawyer -- no straight answer is available.
I have not figured out how to program this yet :-)
