<VV> 140 Governor Speeds

No, the governor controls the full throttle shift speed only... if you 
manually place the selector in Low it will stay there no matter that...

Going from a 110 governor to a 140 governor with no other adjustments 
raised my full throttle shift speed over 10mph.

If you're playing with the throttle valve and throttle adjustment (which 
affects part throttle shift points) be sure you're still getting full 
throttle at the carbs when you're finished...
