Gus,  I'm strictly a stock Corvair guy with no turbo mechanical experience, 
but some things come to mind.

       1.  The glazed belt that flat6vair mentioned.  I had a problem similar 
to yours with my 110 smog Monza at high speed on the Autobahns (in 1968) that 
went away after I changed the belt.  (This was a new car then obviously).

       2.  Are there ANY exhaust leaks on top or below the engine?

       3.   Is the fresh air hose on the top center of the engine still ok.  
If there are any leaks around this hose the blower won't be able to maintain 
enough pressure to get the air through the engine fast enough.

       4.   Is there any sign of an extra load on the engine?  Dragging 
brakes, bad blower bearing, bad idler puller bearing or a bad alternator?  Is the 
harmonic balancer still good?

It sounds as if you have already researched the engine operation problems.

That's my $.02 worth.
