<VV> Wheel Well Repair

Given the fact that steel repair panels are not available for the rear
wheel wells on a LM Corvair, what repair method would you experts
recommend?  The rust consists of minor bubbling in the front side of the
wheel wells and swelling of the seam between the inner fender and
quarter panel -- no holes.  The sheet metal shape in this area is rather
complex which makes the fabrication of replacement panels rather
difficult.  Suggestions?
