<VV> Neutral Safety Switch

I got a  phone call from one our club members recently, it went sorta
like this:

BS: My car won't start. (64, 110 PG)
Me: what's it doing ?
BS: I turn the key and nothing happens, the idiot lights just blink. I
tried jumping it off with my Buick with no luck , so i figured the
battery was bad so I went out and bought a new battery but it still does
the same thing.
 Me: (after asking a few more questions) Is it in neutral ?
BS: (silence, sound of doors opening, click, Cranking noises, Vrooom,
vroom. idling engine) ---- &^%$##&*^&*$# !!!!
