No!!!!!   Vapor lock does NOT drain the fuel in the fuel bowls. This is 
why the classic symptom of vapor lock in a Corvair is it restarts fine 
after hot soak and then dies a block away. And no ammount of cranking 
will get the engine to fire again. At least not until the fuel delivery 
system cools off. Typically a 20 minute rest with the engine lid open 
will suffice, depending on ambient temperature. The fuel bowl has fuel, 
just no new fuel supplied by the fuel pump.

If only the fuel bowl was empty, then as soon as the fuel pump supplied 
fresh fuel to the carb it would start and Norm would be home.

This is a turbo, so I hope Norm has the return line installed. But, the 
return line just means the gas is cool while running. Beleive me ( and 
my ice!) a turbo  with a return line can hot soak and develop vapor lock
