Did you block/remove the balance tube ? Can flow enough for either side to 
idle whole engine & hide many things. Earlier you said both float bowls had 
the same amount when removed so not a lack of fuel.
How does it run off idle ?

  As for how it runs above idle, it takes a little more than idle to get it there but say once above  1200-1500 it runs smooth and pulls strong with all 6 working.
