For best results, strip the dash and start over. At least strip the area of  
the fish eyes, but chances are pretty good we're talking about the entire  
dash.
 
I have had great results with Rustoluem textured paint. It is available in  
many home improvement stores and Wally World. It comes in many shades, if you  
want to shake things up some. The texture is nearly identical to the stock. 
The  best part is that it works in any temperature over 50 or so.
