First thing to do with any PG is double check the level - engine hot 
and idling in neutral (if you checked it engine off it's definitely 
low).  It could be you didn't get it full, and they do strange things 
when the fluid is low.  Very unlikely it went bad from sitting for a 
month.

On a related note, I tried something related to the PG going into gear 
harshly because of low vacuum.  I've noted that ours is kind of harsh 
sometimes, so I revved the engine slightly (to raise the vacuum) and 
put it in gear, and low and behold it just eased in.  The engine in the 
Greenbrier is pretty tired, so I doubt I could ever get it to 16" at 
idle, but someday she'll get a new engine and I'll endeavor to get it 
the way it should be.
