One of the biggest problems with the Communique which has been addressed 
many times in the past is that it is sent Periodical rate and the Post 
Office does not have to deliver that until they want and they don't have to 
deliver it at all if they don't want.  Corsa needs to bit the bullet and 
send it first class but they don't want to do that.  That was one of my 
biggest complaints when I was a Director in the 80's.
