<VV> Electric fuel pump

I want to install and electric fuel pump to help the fuel delivery.  Should
this pump be a pulling pump as the engine or should it push from the tank?

 

Any Sugestions in brands?

 

Also, The gas gauge pegs to full as soon as you turn the car on and stays
there.  When you unhook it, it resets, but as soon as it gets power, it does
it again.  Any ideas as to what could be causing it?

 

Tank and sender are both brand new.
