It does seem to relate to adults in the front seat only (children have

specific requirements) and wording in places is a bit peculiar e.g.

"(b) The number of front seat passengers of a pickup truck required to

wear a safety belt pursuant to this section shall not exceed the number of

safety belts which were installed in the front seat of such pickup truck by

the manufacturer."

To say nothing of the occupants in the back of a pickup. I know all states
are different, but I wonder how many states have any regulations regarding
passengers in the bed of a pickup.

Back when the Subaru pickup was popular, there was a model that came
equipped with seats in the bed. I think it was called the Brat. In some
states, passengers could be sited for not wearing the seat belt while in the
seats, but could not be sited for sitting on the floor of the bed.

Disclaimer: This was over 20 years ago and is "to the best of my
recollection."
