<VV> Performance Corvair Group progress

As discussed at the Performance Workshop last month, there is an effort to  
form a CORSA special interest group focused on performance Corvairs. For some  
reason, I volunteered to write the draft by-laws for this group. Well, I 
finally  finished that chore. If you're interested in reading the draft drop me a 
line.  I'm going to send them out to the guys that have already expressed an 
interest  in helping with the group.
