ANTIQUE -- In 2007, a vehicle has to be at least 53 years old (manufactured in
1954) in order to be considered an antique vehicle for the purpose of this license. Vehicles registered with this license also must be maintained as a collector's item.

SPECIAL -- This plate is issued to a vehicle that is maintained as a collector's
item and is at least 25 years old at time of application or a vehicle sanctioned as a vehicle of special interest by an established organization that provides for recognition or is a street rod as defined by ORS 801.513. Vehicles may only be used for exhibitions, parades, club activities and similar uses.

Don't really know about the fees associated with this, but a recent registration (new title) and plates and all required about $135 for the Special Interest package.

Oregon also has a program to register the car with correct year of manufacure plates that is similar to above, but info seems lacking on the website.
