The simple way to clean out carb circuits that sometimes works:

Repeat the covering of the faulty carb with your hand. Rev engine 
several times. Sometimes the dirt is sucked through. Repeat.

The best method is simply to rebuild the carb. Easily done at home, but 
very intimadating. The are not so many parts in a Rochester H or HV as a 
quadrajet or holley ( not to mention those imports from the 80s). As 
they say, get a manual on carbs with good pictures (Bob Helt has one), 
shop manual is good also. Can't have too much info!

Or get a rebuilt set from Grant Young (Wolf Enterpise) or others if DIY 
is not your cup of tea.

Adjusting will not cure a clogged passage.
