<VV> strange fuel gauge behavior

Hi,

I am working on a 1965 Monza that has seen virtually no time on the street 
since I got it.  Among other things, I have removed, cleaned, and replaced 
the fuel gauge.  When I had it out, I hooked up an ohm meter and saw the 
resistance changing as I moved the float arm.  Now I have about four gallons 
of gas in the tank.  When the ignition is off, the needle is at about 1/16 
of a tank, which is bad enough, but when I turn the ignition, the needle 
goes back to "E".  Does anybody have any ideas as to why this might be 
happening?
