<VV> strange fuel gauge behavior

You are actually talking about the sending unit - not the gauge (which is on 
the dash board).  The sending unit should be telling the gauge that the tank 
is empty when there is roughly 4 gallons in the tank.  That is the way GM 
set it up.  Why?  Ask those guys.
