<VV> Harmonic balancers

Clark,
My P&A 30C (Rev 8-72) begs to differ... slightly.
It lists the following:
60-67   Corvair (exc. P.G., H/Per.,4/1BC,
           Turbocharger,  Air Cond., A.I.R)....3848368  (which is the cast 
pulley)
 
and then, after all the different A/C & A.I.R. Pulleys:
 
64-66   Corvair
64-68   F.C.,
67       Corvair w/H/Per.,
68-69  Corvair w/4/1BC ......................... 3851262   (which is the 
balancer)
 
My unmolested 65K mile 64 700 has the balancer (95hp/pg), and I've had a  low 
mileage 64 FC with it as well (also a 95hp/ph). It was only the 95hp w/PG  
that got the balancers... (as Bob & Shaun had mentioned earlier)...
 
I hope I didn't muddy the waters much by chiming in...

According to the 1970 parts book I have, the  balancer is only used on
140HP or turbo engines.  
It doesn't  specify manual trans or Powerglide.  I think the balancer was
designed  to keep the 
crankshafts from breaking at high RPM's and 110HP or lower  engines
didn't need it.  
I have seen plenty of 95HP engines with  solid pulleys.
