Ground issue would not give a "turn signal lever had no effect" result. 
If a front lamp lost a ground, then the dash lamp will light when the 
parking lights are turned on. BUT, the other turn signal will still work 
correctly.

I would check the cable to the turn signal switch and make sure it is 
operating with the lever. Are the brake lamps on all the time also?
