The SAE paper "Chevrolet Corvair - origin and development" mentions setting the bias for rears locking first, with the explanation that front wheel traction will  will be available for steering.  
I don't think that strategy has been popular for a while, since locked rears do spooky things requiring correction on the slightest off cambers and turns.  Volvo 240s came with rear brake proportioning valves that shut off pressure to the brakes arond 900 psi, depending on model. While modulating to prevent Locked rears I sure would be wondering how much more braking power was left in the front that might have come in handy for stopping.
