<VV> '61 EM instrument panel removal

 Seeing how I have 5 LMs, I need help with a '61. I have to remove the ignition switch. This is necessary because the key supplied with the car will not go to lock position (full left) and I therefore cannot remove the lock switch.
 
 The final course of action will be to remove the switch by grinding down the front part that is used to turn the switch. This will allow the bezel to slip over the ground down part and can be removed. But, I want to remove the instrument panel first for cosmetic and ease of replacing the complete ignition switch.
 
 I have the service manual and the assy manual for a '61. I took off two screws on the bottom, PG cable, speedo cable, light switch, lighter etc.  It wont come out. Still held on with something on top.
 
 Manuals indicate a screw or two way at top and virtually impossible to get to or even see (I can feel what seems to be one on the left side). Obviously they assembled the car around the instrument panel, good thinking GM!
 
 How do you get the instrument panel out?
