Ken, You are exactly right in your assumptions for what needs to be done. 
All the examples you listed, plus others, are being looked at, considered, 
and plans formulated to implement such changes. EXCEPT the raising of dues. 
Dues were just raised this August. I hope we don't need to raise them for at 
least 5 years.
