JR,

No, I'm not saying the CORSA bylaws REQUIRE 100% membership of chapters, (although I think it IS implied); what I AM saying is that the Bylaws make it VERY CLEAR that CORSA has NO BASIS to charge the Chapter Filing Fee.  This practice was instituted to justify allowing chapters to have less than 100% membership, but it runs contrary to CORSA Bylaws. Therefore, unless the Bylaws are changed, there is no justification for having CORSA chapters receiving benefits from CORSA that are not paid for by their membership

Bill,  I don't see where that wording requires 100%.  It makes reference to 
the "Society Chapter Plan " and also to "an operating policy of the Society 
called the Chapter Plan" - which appears to be the same thing.  What does it 
say in the Chapter Plan about 100%?

The way I read this, is that the Chapter Plan is the guide since the by-laws 
specifically refer to it as such.

I don't know what the geographic requirements are.  I suspect something to 
prevent chapters from overlapping and "competing" with one another?
