My understanding is that this is due to when several of the chapters began vs. CORSA. At the time CORSA was created, there were several other Corvair clubs in existence. The early CORSA leadership wanted to bring those clubs into the fold, to avoid the situation of many different Corvair clubs, so they removed the largest barrier, that of mandatory membership in the national.

I can see the wisdom in this approach, especially when I look at other marques that have two or three competing clubs--not a healthy situation. The decision has held up pretty well (40 years). We're only feeling the pain now due to declining CORSA membership.
