I decided that I was not specific enough earlier.

First - wire brush, sand blast, whatever, the problem area (both sides? - 
your decision).

Next - put a light on the garage floor under it.

Then, with other lights off - look at the floor from inside of the car.

Finally, decide if you want to patch or replace.
