<VV> chasing tail ( 140 wont idle down?)

there is a throttle plate not closing aka vacuum leak somewhere!  back  off 
all idle screws and check CAREFULLY!  should see no light around  plates. 
all carbs tight to heads with no leaks , vacuum hoses not leaking?
