Manual chokes were still pretty much the standard "in the World" at that 
time... if not necessarily in the US. High end cars like Rolls and Bentley 
had automatic chokes (as well as GM automatic transmissions... common here 
for some time but rare elsewhere), but for less than a decade.

With all the dramatic design changes, they probably just didn't have enough 
time to solve that particular problem in time for 1961 production... but 
obviously considered it important enough to get solved for the following 
year.
