I don't see anything in the 1st Series Tech Tips  I have and my manuals  
wouldn't cover the '69 with the fuel return  metal pipe - which is jammed 
up  
against the backside of the steel  fuel cavity area.  Seems strange that  
Chevrolet designed this  to be so difficult to  remove.        Lots of 
cussing  so  
far....

On two '68s (which should be identical to your '69 filler pipe) I removed  
the tank before I got so frustrated and angry that I hurt the car or  
myself.  It all went very smoothly though more work was done--just much  less 
fiddling.  Not saying it can't be done without dropping the  tank.....
