Yes, you're right about an e-brake not being for emergencies, except in the
emergency of keeping the car from rolling down a hill when parked, and not
for stopping the car per se.

The does not seem to be 'power connection' to the cable, just frayed and
needing replacement.

Since the cable travel seems to be somewhat less than the exposed length
visible on the floorboard, it seems like splicing there would be feasible ?

Plus I could use any good quality cable available from a good hardware
store, with a proper connector ?

Seems like fun to do and no loss in quality or dependability (other than
being non-stock) ?
