To be precise, OBD (on board diagnostics) is a diagnostic protocol, not
a control mechanism.  OBD-II is a standardized diagnostic protocol
whereby the ECU (engine control unit) provides standardized diagnostic
data to the OBD.  SAE J1979 defines the method for requesting various
diagnostic data and the PIDs (parameter identification numbers)
available from the ECU.  Not all manufacturers implement all PIDs and
some have proprietary PIDs.

An OBD-II scanner can be an invaluable diagnostic tool for the owner of
an OBD-II car.

Yes, and we can thank the gadgets that require OBD to manage for that
clean air, as well as for 30 MPG Corvettes and Mustangs (at least
according to their commercials ?)

  In all fairness, a turbocharged Corvair makes the same stench. It's
NOx emissions, which highly efficient engines or engines with high
combustion chamber temperatures are notorious for producing. The
catalyst can't deal with the insane levels of NOx under full throttle
from these engines, which, by the way, is NOT part of the EPA test
cycle. Thankfully! 

  Quite frankly, I do NOT miss my eyeballs burning from the unburned
fuel from being behind an overcarbed V8 American muscle car. Being
behind a modern Corvette, etc., is an easy breathing experience. And a
new Corvette also gets 30 MPG on a long cruise, making high performance
cars a relatively sin free experience as compared to 40 years ago or
more.

When I walk in my neighborhood, it's usually fairly level so that
doesn't 

happen too often, but I wonder what makes that odor ?

Something is burning off center at those loads ?
